秦始皇三十三年（公元前214年）统一岭南后设立南海郡，首任郡尉任嚣以番禺为郡治，主持修筑番禺城，史称“任嚣城”，是为广州建城之始。秦将赵佗任龙川县令后，上书朝廷要求从中原迁居五十万的居民至岭南。从中原迁来的五十万人，除了遭到贬职的官员之外，大多是商人。据记载，秦代的移民大致有五批，当时广东地区人口稀少，中原移民大规模迁入，推动了广东的开发。秦末，南海郡尉任嚣病危，委任龙川县令赵佗代职。任嚣死后，赵佗即起兵隔绝五岭通中原的道路，后兼并桂林、象郡，统一岭南。

公元前204年，赵佗正式建立南越国，自号“南越武王”。当时，广东除今连州及乐昌北境属长沙郡管辖外，都属南越国地盘。南越国实行郡县制。南越国由于其创立者赵佗和大部分官员均来源于中原（狭义的中原，指今河南一带。广义的中原，指黄河中下游地区），因此汉字成为南越国的官方文字，在南越王墓和广西罗泊湾一号墓出土的文物中，发现一些铭刻有文字的印章、铜器、银器和陶器等，大部分文字为秦汉隶书。而本地的南越、西瓯、骆越等土著部落一般相信只停留在刻符记事的阶段。

Guangzhou, located in southern China, is the capital city of Guangdong. It has a history of over 2,000 years. In the Qin Dynasty, a general built up a small city called Panyu. It was the beginning of Guangzhou City. At that time, there were not so many people living in the south of China. So another general, Zhao Tuo, tried to make more people move from central China to the south and he succeeded.

In 204 BC, Zhao founded Nanyue Kingdom and became the king of it. He chose Panyu as the capital and made it a large city. More importantly, Zhao helped the local people improve their farming skills and gain new knowledge. For example, the local people didn’t know how to read and write before. Zhao taught them to use Chinese characters. He made a great contribution to the development of Guangzhou and Guangdong. Zhao Tuo is such an important man in the history of Guangzhou and Guangdong.
